Can you recommend a free/freeware utility to divide our .PST files by date?

Can anyone recommend a (free) software utility to divide our archived
Outlook2003 .PST files by date?

Background
My colleague has an .OST file that is 2.9GB and his archive .PST file
is a similar size. For now he is stuck with aging WindowsXP Pro
computers with just 1GB of RAM. The emails go back for the last 10
years, and most of the large attachments that can be deleted have been
deleted. My plan is to create 2 or 3 archive .PST files with their
contents divided by year. We have a near zero budget for this. I was
thinking of running the Outlook2003 archive function across one PST
file to archive the contents into an new .PST file, but from previous
experience this can provide rather unreliable results!

So I am looking for a freeware to help divide up the .PST archives by
date. e.g. We might create:
Freds_Archive_2001_to_2004.pst
Freds_Archive_2004_to_2008.pst
Freds_Archive_2009_to_2010.pst
etc

Any suggestions?

P.S. If pushed we could probably pay a few $/£... but we certainly
wouldnt pay over $25, which many developers seem to demand! :^[

Quick question. He has OST files?? Does he run Exchange because OST is telling me
that he has Exchange

Yes he is using Exchange - hence the .OST file which is where his
(live) emails are stored (off-line).
And the PST files are where the archives are kept.

You can do it yourself using autoarchive - or for better control, use an
archive tool. (Autoarchive will move on last modified date - utilities
use received date.)

Btw what is a sensible maximum file size for each of .OST and .PST
files respectively (using Outlook2003 and WindowsXP Pro with 1 or 2 GB
of RAM) ?
