Can you share your calendar to a cell phone?

I would like to have my calendar available from the cell phone is that
possible? Do you need special phones?

you can't 'share' it - you can send appointments and reminders to the phone
as text messages.

At a minimum you will need a phone that has software that provide sync
capability with Outlook. How that synchronization connection is made is
