Cannot accept proposed time

There was a new proposed time for a meeting that was sent to a meeting
organizer. However, the toolbar for accepting the proposal is grayed out. I
double-checked the tracking for the event, and it is showing the correct
person as the meeting organizer. Any ideas as to why it would not allow him
to accept the new proposed time?

Someone in our organization experienced the same problem. Outlook 2003.
Office SP2, XP SP2.

I never did find a fix for it. I figured that it had something to due with
the early DST change.
