Cannot access attachments

When I choose to go to "Cannot access attachments" under "Latest News"
column I get the following message!

The Knowledge Base (KB) Article You Requested Is Currently Not Available

kb 290497 "Cannot access attachments"

I am having problems recieving attachments in OL2002 sp3. Specifically .jpg
files. I recently have had to re-install my OS (XP SP2) and consequentially
Outlook 2002. I updated my outlook sp's. then discovered I could no longer
view or recieve attachments such as .jpg

What do I need to do in order to recieve, view and/or send attachments from
my outlook?

Also can someone fix the bad link on http://support.microsoft.com/ph/2559

Thanks for the link.

This is how the attachments are dispayed in the email I am having problems
with.

ATTACHMENT part 2 application/octet-stream name=untitled-1.2

Sorry for the broken message above.

I intended:

"ATTACHMENT part 3 image/jpeg name=Mvc-001f.jpg"

This is how it is worded at the bottom of the message (email). I am
wondering if I have a UUENCODE issue rather than a "recieving attachment"
problem?
