Cannot access MSOutlook Express

When I click on the Outlook Express icon on the bar at the bottom, I get the
password window. After entering the password, another box comes up that says
I'm connecting to MSOutlook. Well, that's been going on since last night on
my last attempt. Overall, it's been over a month since I could access my
Email. Any idea what might be the problem?
