Cannot access the web in Outlook

Having the web toolbar in Outlook is very useful, but for me its just not
working. An error message keeps coming up which says

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact the administrator"

I am a home user so the administrator is me. I just cannot access any
webpage from outlook, any ideas? Thanks

Just to add I also can't click on any hyperlinks in my emails - the same
error message appears.

Control Panel->Internet Options->Programs Tab->Reset Web Settings.
