cannot access web from outlook

Unablin emails or ks e to access weblinks in emails nor can I access the web
through the webbar Error message This operation has been cancelled due to
restrictions in effect on this computer. Please contact your system
Administrator . I am the administrator un benounced to me I have not done any
changes I am running 2007 Office pro on Vista Home premium This bug happened
it seems on its own I have checked with my firewall settings Mcafee Total
protection as well as looked into Defender .I have tried repair from
add/remove programs I have tried office diagnostics I am stumped HELP

Well Hal this fix did not work It also suggested that I download a registry
key I tried that however it was text in notepad I tried to change the ext.
however registry would not accept I do believe that I am missing that
registry key when I went into regedit I could not find .Any other ideas

Thats right I then exported the key from my Windows XPsp2 laptop .The
registry accepted the key however I still receive the error message when I
try to access hyperlink in Outlook When I use Windows webmail in Vista Home
premium I am able to access hyperlinks in emails
