cannot activate Follow Up Flags

i cannot activate the Follow Up Flags when picking up the inbox items. I can
add the flags when replying the email but no color choice. I think this is a
hotmail set up issue but I am a premium payer for the hotmail. MIcrosoft
should provide this but I dont know how to reset the hotmail for the complete
Follow Up Flag feature

It seems athat is a question on *Outlook* which should be asked in the
*Outlook* newsgroup. This here is on OneNote.
