cannot activate shadow for letters

In Word 2003, I cannot utilize the shadow commands on the drawing tool bar.
They are grayed out If I turn on the "shadow" command in the format a font
menu, I get a very small grey shadow. This is not what I want. When I turn
the "shadow" command on or off in the font menu, it will only remove or place
the faint grey shadow.

The shadow commands on the drawing bar are for drawing objects, not text.
You can use them on WordArt but not on ordinary text.
