cannot add a picture to a word document

I have followed the help instructions to add a picture to a word document,
but it does not work, I only get 4 corner dots that cannot be moved.

One reason is u can add the picture in the template and add it on the word or
copy and paste.

Take a look under Tools/Options/View and make sure "Picture
placeholders" is *not* turned on and "Drawings" is turned on.
