Lynn:

It may be that user has been added as a Project Web Access user by being
included as a local resource in a project plan. To make this determination,
logon to PWA as an Admin and Select Manage Users and Groups from the Admin
menu. The user will show up on the list of users if this is the case. If you
find the user here, then what you should do is create an MPP file with the
resource information added in the Resource Sheet including domain logon and
such. Then use the Import Resources to Enterprise feature in Project from
Tool > Enterprise Options which will allow you to map the resource to the
user account and effectively promote the simple user account to an
enterprise resource.

OK then, is it possible that the user appears in a project plan as a local
resource? Even if you had account creation on publish turned off, this would
still cause a conflict in the database. Other possibilities might include
data corruption. These are the obvious possibilities. If they don't help you
find the source of error, the next step would be to examine the database.

It could be in the web tables or the project tables, not any one
specifically. We're beyond the limits of newsgroup diagnostics. You'll need
to enroll outside help, contact Product Support Services at Microsoft, of
dive into the database details on your own. If you choose the latter, find
the following files in their respective help directories or installation
CDs.
