Check the "Fit to: # page(s) wide by # tall" in the Scaling section under
Page Setup-->Page. You might not be able to adjust the page breaks because
this is set to 1 page wide by 1 page tall.

Try Tools|Options|Edit tab|check allow cell drag and drop.
