Cannot change options when creating a New Risk

I cannot change behavior options when creating a New Risk / Issue.
For Example: When I click the links next to "Affected Tasks" labeled "Select
project tasks that are impacted by this risk",
Everything is grey out and it states: "There are no tasks available"
Sharepoint is authenticating correctly.
Is this a bug or a security issue? I would really appreciate some insight on
this as I have been looking around for days.

When you click the Affected Tasks link, the system presents a dialog in
which the My Tasks filter is applied automatically. Do you still see the
same "grayed out" behavior when you select the "All Tasks" filter in the
dialog? Let us know.

Yes, I do not even have the option to click the drop down box.

Could it be that I am not using Windows Authentication?

Michael --

You must use Windows User Account authentication to access Risks, Issues,
and Documents.
