Cannot change password remotely (via VPN)

We have a sister plant connected to us via VPN. When
Outlook 2003 users are prompted to change their password
(due to password expiring) they cannot. They get the
prompt "User must change password", the dialog comes up
to change the password, but it simply returns the error,
please contact your net admin. Every other version of
Outlook works fine.

I have put the NetBIOS and FQDN in the host file and it
still will not work.

Any ideas on how to resolve this?

When I try to change the password manually, it gives me
the error: "The NT Domain password could not be changed.
A required action was not successful due to an
unspecified error."

This change
(http://www.jsiinc.com/SUBH/TIP3500/rh3517.htm) had been
done a long time ago to help the pre-outlook 2003 clients
work. What's new with 2003?
