Cannot change PM

Hi.

We use MSP Server 2003 and Professional.
As our PMs don't have permissions to create new projects
on the server they don't appear in the "Owner" drop down
list.
This is a big problem. PMs cannot be changed anymore, and
if editing the data in PWA the PM will change to another
one in the list when saving the project.

How can I add them to this list without giving them the
permissions to create projects?
