Cannot change tracking settings

My organization is implementing Project Server 2003, learning as we go. I
would like to change the default method for reporting progress on tasks from
"hours worked" to "actual and remaining hours," but whenever I try to commit
the change, my options do not stick. In fact, I cannot even unlock the
defaults (allow PMs to change method as appropriate).

From a previous post from Dale ("Timesheet Collection error," 8/18/2004
12:05 PM PST) I have considered the possibility that this might be caused by
the fact that projects already exist (some 740 of them) that use the original
method of tracking, and that there might be outstanding tasks that need
reporting on. In the test environment, I cleaned up all task assignments and
resource changes then tried again and got the same result.

What could be preventing me from changing my tracking settings?

Roger --

After you change the default method of tracking, every project manager must
open EVERY project, click Collaborate - Publish - Republish Assignments, and
then click OK. Even after doing so, only unstarted tasks will change to the
new method of tracking progress. In-progress tasks will use the former
method of tracking until they are complete. Hope this helps.
