Cannot connect to Exchange 5.5 server with Outlook 2003

I have upgraded from Office 2000 to Office 2003 on my XP
SP2 computer. I had troubles with the Outlook install and
removed and re-installed. I am able to open POP mail, but
cannot connect to our Exchange 5.5 server.

I have applied all the patches for Office 2003.

I believe I have tried all applicable command line
switches.

I have disabled cache mode and encryption.

Help would be appreciated.
