cannot connect to internet after send/receive

Just upgraded to '03. Send/receive functions normally when outlook is first opened. However subsequent s/r locks up my internet connection. If I cancel s/r and close outlook, the internet conection is still locked. Task manager still shows outlook in the Processes. very frustratinng. Help
