I am getting the following error message when trying to
copy my Outlook 2003 data file from one XP machine to
another. Outlook is not open on either machine. Why
would I be getting this error message and how can I back
up my file to another machine on my local network?

"Error Copy File or Folder Cannot copy outlook: The
process cannot access the file because another process has
locked a portion of the file."

is outlook, and all applications that use the outlook data, closed?

Something is keeping your PST files open. In my case, it was a
desktop search engine which will (among other things) search through
my Outlook emails (Copernic Desktop Search). With Copernic running, I
got that message. With it shut down, I could backup/copy my PSTs just
fine. I solved the problem by configuring Copernic to NOT index
Outlook files. Take a look on your system for similar programs.
