Cannot create a mail rule for empty "Subject" or "To" field email.

It would be nice to create a rule to handle junk mail that arrives with empty
To or Subject fields, but the Rule Wizard requires a value for those fields.

It'd be nice to change that requirement. Maybe pop up a warning box telling
the user that the field is empty and asking if that's what they want to do.
