Cannot Create System Dsn Odbc Data Souce as Administrator

I am logged on to Vista 64-bit as an administrator. Using the ODBC
data source administrator that is in the Control Panel I can create
and successfuuly test a system dsn odbc data source. But, this data
source is invisible to Microsoft Access 2007. When I recreate the
data source as a user dsn, Microsoft Access has no problems with it.
Based upon reading articles, I thought i would try to create the
system dsn data source using C:\Windows\syswow64\odbcad32.exe. I did
not think this was actually a 32/64 bit issue, since Access is able to
use the data source when it is a user dsn, but what the heck. When I
try using th3 32-bit odbc administartor I get the message "you are
logged on with non-administrative privileges" even when I make sure
the program is run as an administrator.

Anybody knows what is going on?
