cannot customise outlook today (2000)

I have office 2000 loaded with all service packs etc, but
I cannot get Outlook today to customise, i.e. set as my
start page, change colours etc etc. I have had it
working in the past but not now, I have tried
uninstalling and re installing but no luck. Anyone had
any similiar problems???
