Cannot delete .ldb file

We run Server 2003 and office 2007 on four client PCs in the same office. We
have a database created in Access 2000.
A few days ago a .ldb file appeared and the .mdb would only open as read-only.
rebooting all PCs and server still didn't clear the .ldb file.

Downloaded workbench which said the mdb was still open on my PC so Shut
down, but .ldb file still there when viewed from other PC.

Then copied and renamed the database to different folder, but next day the
same problem with the new copy database.
Any ideas, please?

Do you have full permissions to the folder holding the database file? Not
just the .mdb or .accdb file, but the entire folder.

Do all the users have at least read, write, create, and delete to the folder
holding the database file?

All domain users have full control of all folders on this drive. There is
still a green square in the Read Only box as we have another group of
external users who are only read & execute, so I don't believe this is the
problem . . . . . . ?
