Cannot display form scroll bars

I am setting the scrollbars property on my form to "Both" (also tried
"Vertical"), however, the scroll bars DO NOT appear in form view. Is there
some other setting that would override the scrollbars property setting?

The scroll bars will only appear if they are needed. Are they?
