Cannot Display gridlines in Visio 2007?

Gridlines are on in the View menu, but they are NOT displayed on the page.
What will turn them on? There are NO backgrounds applied?

menu Tools -> Ruler & Grid
and ensure the grid settings are set to something sensible.
