cannot download controls

When users first try to logon to Project Sever 2002 web
Access, they get the license page and then the browser
attempts to download controls. the result is always a
message stating the controls cannot be downloaded
correctly. I have used the suggestions in KB 818046, and
changed the IE6 security settings but get same results on
multiple machines. Any help?

Does the user has enough permissions to register ActiveX components?
Try entering, just the first time, with a user with Administrator
privileges.

Tried that with users as members of administrators group
on the domain and local PC.
