Hi, Buffy. Perhaps they're "in line with text". Double-click and go to the
Layout tab and use anything besides in line with text.

A single click should suffice to bring up the Picture toolbar. On the
toolbar is a Text Wrapping button (dog icon). Click on that to get the
wrapping menu.
