I think it may be something to do with enabling cookies.

Microsoft Outlook typically doesn't store things in the Outbox. Things
would move from Outbox to Sent Items once they are sent successfully. Are
you trying to say that you have an item stuck in the Outbox that you would
like to get rid of? If yes, this link might be helpful.

I've had problems with all the Outlook versions with big files getting stuck
in the ooutbox and the recipients getting multiple copies, but I've always
been able to delete the files. To stop them getting stuck, try increase the
server timeout in the advanced accout settings, it's always worked for me,
the default setting is just too small for large files.
