Cannot find 'Link Items' hyperlink while creating Project Issues

Hi,

I cannot find the 'Link Items' hyperlink while creating/editing a Project
Issue in a Project Workspace. I am sure that while I published the project
for first time, the workspace was created and the link was there. Now I
cannot find it anymore. Hence I cannot link Project Issues to Project Tasks.
Though from the Project Center - Project Details - Tasks view I can see 'Link
Issues' in 'Actions' and can link 'Project Tasks' to 'Project Issues' but
that is not serving my purpose as I like to give public access to some
project stakeholders to view the 'Task' information from the reported 'Issue'
but not the other way round.

I have tried creating a new project and publishing the same, with a new
workspace but the 'Link Items' menu was still not there. I have searched a
lot regarding this but could not find the reason.

Any help is appreciated.
