cannot get add-ins

I have had to reinstall office xp (2002) because I upgraded from xp home to
xp professional.

I have downloaded all the services releases for both office and windows.

I cannot get addins to work in access. For example access does not show the
linked table manager add in (or any other add in). Add in manager shows no
add ins either.

If I install access 97 into a different directory any attempt to access any
add in or the add in manager causes the program to crash.

please help- I am losing my hair.

BTW: I have tried reinsalling and have everything selected.
