Cannot get Office Outlook to work with cable ISP. Suggestions?

I have never been able to get Outlook to work with my current ISP. I am using
a cable connection now and must use the plain jane email app. that the cable
company (Charter) provides. Can anyone shed some light on this situation for
me please.
