Cannot get top border to publish

Has anyone had this problem with the top (shared)border
disappearing? The company that hosts my site insists that
the FP extensions are installed properly. It's a matter of
one day I have a top border and the next day I don't.

Shared borders don't require the FP SE, but do require valid html in your page and the shared border
