cannot input data the speadsheet keeps highlighting

When i click on anything in the Work Sheet it is
highlighted. i cannot click on any cell within the
worksheet or input any data.
i went through all the options but i cannot figure this
out.

that did not work.
i cannot even enter information into the cells.
when i close excel and reopen. it does not chnage anything
