Cannot insert arrows from Draw menu

When I import jpeg photos into Word2000 I have always been
able to insert arrows from the 'draw' menu onto the photo
and 'fix' it so that wherever I move the jpeg thereafter
the arrow moves too. Now I am unable to insert over the
picture without the graphic moving the jpeg image. In
other words I cannot put an arrow over the picture at all.
I recently had to reinstall W98SE. Any ideas ? Martin

Hi, Martin. Draw an arrow, then right-click the arrow, click on Format
Autoshape | Layout | choose "behind text" or "in front of text". Does
this help?
