Cannot insert new worksheet

This is an older Excel2003 file, converted to Excel2007, running in
compatibility mode, with 13 worksheets. I want to insert a new worksheet, but
the options are grayed out.

I know that the sheet is not protected.

Any suggestions?

On the old workbook, I can edit, make any changes I need, etc., but can't
insert a new worksheet.
