Cannot keep resources out for editing - Project Server 2003

We are using Project Server 2003

Cannot keep resources out for editing.

Although you have permissions to add resources, you do not have
permissions to keep all of them checked out for editing. Contact your
server administrator to get permissions to Edit Resource Data, so that you
can
check out the resources that you just added."

The person adding these resources is an administrator on Project Server.
Groups, Categories and Security templates are defaulted to the
administrator settings. The resources are added as users to projects
server, but not to the global resource pool

Any thoughts on this would be greatly appreciated.

Hello Shiva,

If you add the resource in enterprise resource pool (Launch MS Project
Pro 2003 by connecting to Project Server 2003 with admin access ->
Tools menu -> Enterprise Options -> Open Enterprise Resource Pool ->
New), system add the resource name to global pool and also to PWA.

If you adding the resource from PWA, system doesn't add the resource
to enteprise resource pool. You have to open enterprise resource pool
to add the resource name.

Thanks for the reply.

I do add resources from MS Project professional.

I never added resources from PWA.

When I was trying to add resources from MS Project only I was getting that
error

Shiva:

Is the user a member of any other groups? If so remove that user from other
groups, particularly if you use RBS based security to control access to
resource data. Also, make sure that you aren't assigning resources directly
to categories.

Thanks for the reply.

That user's nameappears in the PWA of project server, but, not available in
the project professional.

He was in the group of "Team Members" I have removed that. But, still that
resource name is not there in the project professional

Please suggest......

Then follow Chak's guidance. You must add the user to the resource pool, not
just as a user.
