cannot load office 2000 pro

I recently formatted my hard drive. Now I am trying to reload Office 2000
Professional. It will not load and keeps giving me the following message:
"This installation package could not be opened. Contact the application
vendor to verify that this is a valid Windows installer package." I have
tried to load and use the Windows Installer Cleanup Util, but even that
doesnt seem to work. Any suggestions?
