Cannot locate MSJET40.dll

Cannot start MS Access. Error says that it could not locate msjet40.dll even
though my search finds it in c:\windows\system32.
I tried to find & repair but I get Error Code 1919 (ODBC data source).
No luck this way.
Any advice?

The file exists on the computer, but the Windows Registry key that should be
pointing to this file is either missing or it has the wrong value.

Did this computer once have a Corel application installed, which was
subsequently uninstalled? That would be one of the reasons why the Windows
Registry ODBC keys are missing. Check the following KB article:
