Cannot locate the requested Xbase memo file

We have a legacy program that has been compiled into an
executable and uses Access 97. While on one PC it
operates flawlessly, on another PC, which seems to have
all the necessary elements, the routine bombs out with
the error "Cannot locate the requested Xbase memo file."
Any help would be greatly appreciated.
