Cannot Make Rules

Since a new installation of office 2003 i'm not able to make a rule in
outlook 2003.
I've tried Analasys and Repair, tried a new installation and i tried a
repair of an installation.
Nothing works, it just give me the message "The proces has failed. Cannot
find an object."
Is there anyone with a solution?

Dear Roady, we're using an exchange account. Other users on the same exchange
server an make rules so i imagine it has nothing to do with the server but
somewhere on my PC.
