Cannot move item from Deleted Items folder to another folder (Outlook 2003)

I have a user that cannot move an item from the Deleted Items folder to
another folder. He deleted an item then changed his mind and wants to move
it back to the Inbox. It will not move to the Inbox. I have tried this on
several other systems and I can drag n drop or use "Move to Folder" without
any problem.
