Cannot move or copy a sheet

I am using XL2002. I have been givin an xl workbook that has some
forms. I am trying to move a form from this workbook to another
workbook. Howver, when i right click on the worksheet tab, only View
Code and Select All Sheets are highlighted. The Move or copy command
is grayThe worksheet is not protected. Why can't I access the Move or
Copy command?

The workbook is protected?

Tools>Protection>Unprotect workbook.

Yes, it is protected, and i do not have the password.
