Cannot Open Access Databases

Hello

Can you please tell me what this error is and how I can
get around it.

"Microsoft Access cannot open this file

This file is located outside your intranet or an untrusted
site. Microsoft Access will not open the file due to
potential security problems

To open the file, copy it to your machine or an accessible
network location"

We have tried to copy the file to the local machine, the
user has admin rights to the PC and we still get this
error.

We have also re-installed Office XP and still get the same
message.

Does anyone have any suggestions.
