Cannot open an archived file because it says the file is in use?

When I try to open an archived file it gives me an error saying the
file is in use. I am using outlook 2000. Thanks.

Assuming the pst file isnt allready open in OL, try running scanpst.exe, the
repair tool, on it.
What size is the pst?

The file is just under 1GB.

The scanpst.exe must have fixed it. I an now view it in outlook.
