Cannot open an encrypted file

I have a small Excel spreadsheet {2002 sp1} that is
encrypted using Windows 2000 built in encryption. It was
encrypted with the account I am trying to open it with. My
OS is Xp pro sp1 with all the current hot fixes. My
problem is that when I try to open the encrypted
spreadsheet I get an error "Excel cannot
access 'xxxxx.xls'. The document may be read only or
encrypted."

When I remove the encryption I am able to open the file
with no problems. Some time ago I was able to open the
file in its encrypted state without having to manually
remove the encryption.

Any idea as to why I am not able to open an encrypted file
that I encrypted now?
