cannot open any files to modify

Hello,
I'm relatively new to Publisher and can't figure out what I'm doing wrong. I
did import a piece of clip art from Microsoft and wonder if that's the
problem. Anyway, Publisher is locked. I cannot modify my documents. I can
move cursor around and that's it.

Sounds to me like someone didn't activate (assuming you're using a version
that requires activation - as you don't state *what* you're using, I can
only surmise...)

In addition to Perspicacia's response, check if Help > Activate Product is
available. If it is, then try using it.

Too simple to believe. I contacted Microsoft and got it (Small Business
2003) activated.
