Cannot open any forms library

Working at new development server where Exchange 2000 has
been implemented, I cannot access any forms library.
From Outlook main menu, when I select Tools/Forms/...
Choose Form... OR Design a Form... menu does not expand???
no form library appears? There
are no default forms available either. Is this something
missed on Outlook Install??? Pls. Help
