Cannot open Excel attacment within OL 2003 "This action only vali.

Have users that have been upgraded from Office 2003. Some can not open Excel
attachments from withing Outlook 2003. Some are fine. Get error message
"This action is only valid for products that are currently installed". Have
tried un-installing Office and re-install. Have tried adding and removing
individual components. All SPs up todate but problem persists.
