cannot open files from a different version

In publisher,I can send a document to another party,that
can be read by them, but cannot read a document sent from
them. Anyone know how to fix this problem?

In general Office programs are forward but not backward compatible. If his
version is later then yours, he needs to save it as the earlier version. For
example, if he has Pub. XP, and you have Pub. 98, he would need to save as a
Pub. 98 file.
