Cannot open internet links in Outlook 2000 email messages

I've seen multiple messages in this Forum regarding this issue, but I don't
find a solution that works on my PC. I am running the following software
programs and versions:
Microsoft Windows XP Home Edition: Version 5.1.2600 Service Pack 3
Internet Explorer Version 7.0.5730.11
Outlook 2000 SP3 Version 9.0.0.6627
McAfee Security Center 9.0
Windows Defender Version: 1.1.1593.0

I receive email messages in HTML format. Any embedded links or "buttons" in
messages I receive are inoperative. However, if I receive a message with the
full URL, clicking on it does bring me to the target website. I have seen
past recommendations on this Forum to click Tools>Internet
Options>Programs>Reset Web Settings, but I do not see where that option is
available to me on my current version of IE. What is the cause of this issue
and what do I need to do to fix it. It wasn't long ago that I had no trouble
at all with this functionality. Thanks.

For anyone who is interested, I finally found in another thread the following
recomendation, which, when I did as suggested, fixed my problem. The
recommendation was: "....modify the Windows
Folder Options for the "URL:HyperText Transfer Protocol" and "URL:HyperText
Transfer Protocol with Privacy" File Types to open the browser you want...."
In my case, possibly because of an update, what I found was that my
IEXPLORE.exe target had changed. When I reestablished the proper target
file, all was fixed.
